Paraguay: Lugo's challenge

I am in Paraguay to report on the inauguration of Fernando Lugo, the former priest who was elected president. He takes office on Friday.

In 25 years in covering politics, I've found that "reform" candidates often may say the right things but may lack the nitty-gritty knowledge of how to turn their dreams into actual laws. So I am quite interested to see whether Lugo, who has never held office before, has the political know-how to get things done. Compromise and deal-cutting may sound like nasty words to the more idealistic, but I'm not sure that a successful leader can do otherwise.

With that in mind, this article caught my attention. It suggests that Lugo has at least some ability to build a winning alliance. I know that some may question cutting a deal with Oviedo. But does Lugo have another choice if he wants to be successful?
