Sen. John McCain, fleshing out a proposal he made in a March speech, called Tuesday for sharp reductions in nuclear weapons worldwide.
"The Cold War ended almost 20 years ago, and the time has come to take further measures to reduce dramatically the number of nuclear weapons in the world's arsenals," McCain said in a Denver speech.
Among the specifics McCain laid out:
- Reduce the U.S. nuclear arsenal to the "lowest number possible" after a review by the Joint Chiefs of Staff on U.S. nuclear strategy and policy.
- Cancel work on the Robust Nuclear Earth Penetrator
- Negotiate a treaty with Russia to reduce weapons, with binding verification measures.
- Work with Russia to reduce or eliminate deployment of tactical nuclear weapons in Europe
- Encourage China to abide by the nuclear Non-Proliferation Treaty.
- Negotiate a treaty to end production of the most dangerous nuclear materials
- Increase funding for non-proliferation efforts
- Guarantee nuclear fuel for nations that renounce nuclear enrichment and processing, but which have legitimate civilian nuclear energy operations.
