Bill Nelson - a frequently mentioned name in the Democratic veepstakes - to offer a bill that would create a national catastrophe insurance pool. The idea has the enthusiastic backing of the Florida congressional delegation, its insurance commissioner and its Republican Gov. Charlie Crist.
