I'll take a stab at an answer from half a world away: The firemen are there to put out any self-immolating Tibetans that might embarrass the NPC and the CPPCC during their annual sessions. That Tibetans self-immolate in Kham or Amdo is one thing; to do it in Tiananmen Square is quite another.

hi, tom: why did they have firemen there? did they have them last year? i don't remember them from the 90s.
